Lokesh to CM: Parliament alone can form 3 Capitals

-Amendment to Reorganisation Act required

AMARAVATI: TDP national general secretary Nara Lokesh on Thursday strongly objected to Chief Minister Y.S. Jagan Mohan Reddy making ‘objectionable comments’ on the court judgements in the Assembly itself.

Lokesh said the Chief Minister was apparently trying to misguide and mislead the public on the recent order given by the High Court regarding 3 Capitals. How could Jagan Reddy make direct statements asking whether the Assembly had no authority to pass laws?

Addressing a press conference in the House premises here, Lokesh reminded the CM that the court had only gone by the AP Reorganisation Act that was passed in the Parliament. There was no provision for creating 3 Capitals in the Reorganisation Act. As such, neither the AP Government nor the AP Assembly had any power to overlook it.

Nara Lokesh said the Reorganisation Act had clearly mentioned ‘a Capital’ for Andhra Pradesh but not multiple Capitals. The Reorganisation Act was a Parliamentary Act. An amendment would have to be made to this Act if the State Government was very particular about multiple Capitals. Only the Parliament would have that power or authority to form 3 Capitals.

Lokesh deplored that though the laws were crystal clear on the AP Capital, the ruling YSRCP Ministers and MLAs were making meaningless comments. Over 90 percent of the ruling party members were the 10th ‘failed batch’. They would not be able to understand the significance of the Parliamentary Acts and their far-reaching impact on the people.

The TDP MLC asserted that Chandrababu Naidu’s policy had been always for decentralised development with a focused administration from one single Capital. Amaravati should remain the one and only Capital for AP. This was why the previous TDP rule focused on industrial development in all regions. The Jagan regime had destroyed all that in just three years.

Nara Lokesh said the YCP was putting forth an illogical argument that more Capitals would bring more development. In that case, they could as well form Capitals in all the 175 assembly segments. The Naidu regime functioned from one Capital but brought Kia to Anantapur, cell phone companies in Chittoor district, cement industries in Kurnool, aquaculture in Godavari districts, Data Centre in Vizag and HCL at Gannavaram.

Lokesh asserted that decentralisation was done in AP long back under NTR when mandals were formed. Telangana recently got a Rs. 3,500 Cr industry which would create over 10,000 jobs there. AP had lost all such chances ever since Jagan Reddy snatched ‘one chance’ from the people with his lies and betrayals.

Lokesh dismissed the YCP allegations on liquor brands, asserting that Chandranna Beema and Anna Canteens were CBN brands. Whereas, toxic cheap liquor bottles were J-brands. There was an RTI reply which said over 140 J-brands had come to AP under the Jagan regime. The TDP members were not given a chance to debate liquor deaths in the House for over 8 days.
